Dog and cat population management
Thousands of stray dogs and cats are born onto the streets every year, with no home, no safety net, and little hope.
In many places, the traditional response has been to cull them - a heart-breaking approach that doesn't even work. Removing dogs from an area simply creates space for new, unneutered animals to move in.
We know there’s a better way. That’s why we deliver humane population management programmes that break the cycle of suffering at its root. We neuter, vaccinate, and release or rehome stray animals - reducing their numbers over time while treating every single one with the dignity they deserve.
Changing everything for the dogs of Penang Island
When we first began working on Penang Island in Malaysia in 2017, thousands of stray dogs were being caught and killed. It was a desperate situation that wasn't solving the problem, just causing immense suffering.
The local authorities contacted us to explore a different approach. In September 2017, we signed a formal agreement alongside our colleagues in IAPWA Penang with Penang Island City Council, becoming their first partner in establishing a humane stray management programme.
The killing stopped.
Dogs began to be neutered, vaccinated, and provided with any veterinary care they needed. Those who were ready were found loving homes through our adoption programme. Those who weren't were returned to their communities - safe, healthy, and cared for.
The results in Penang Island since 2017 speak for themselves:
Over 8,100 dogs have been neutered and vaccinated
Over 1,100 dogs have been rehomed
Zero dogs have been culled
This programme has always been about more than just the numbers, though. From the beginning, our goal has been to build something sustainable that the local community truly owns. Today, the majority of funding comes from fundraising on the island itself, driven by the passion and dedication of the IAPWA Penang team and the people who live there. That kind of local commitment is what makes lasting change possible.

Behind those numbers are hundreds of individual dogs each with their own stories - like Chang and Pippa.
Chang
Chang was rescued from the streets of Penang Island. Though gentle and affectionate, he was repeatedly overlooked at our adoption drives and wondered if he'd ever find his happily ever after.
But when the right family met him they offered him the home he had long deserved - one filled with love, security, and joy. His family recently shared: "Seven years ago today, Mr Chang came into our hearts. Best day ever. We love you, our beautiful, gentle, handsome, loving boy!"
Pippa
Pippa was born on the streets of Penang Island and caught by the council, trembling from trauma and unsure if life had anything good left for her. Our team placed her with a foster carer who patiently rebuilt her trust to give her a second chance.
It wasn’t long before she found herself a forever family! From a frightened little puppy to a sofa-hogging, belly-rub-demanding queen of the house, Pippa blossomed into pure joy - all because her adopters never gave up on her.
